Iraq's interim constitution has been approved by referendum and is to be ratified next year. The deadline for a constitution drafted and approved by an elected assembly has been met. This is a genuine achievement and the numbers attached to it are not reassuring, and both of those things are true and appear in the same sentence in the same paragraph.

BAGHDAD, November 20 -- Voters in Iraq approved an interim constitution this month by a turnout of about 58 per cent on a day when polling stations in several provinces were attacked, which turnout estimates have adjusted for.
Direct deaths among coalition personnel in Iraq since March 2003 now stand at more than 3,200, the vast majority from hostile action rather than accident, which is a sentence that would have been considered extraordinary before 2001 and is now merely the running total.
