A report by the inspector general of the occupation's reconstruction effort has concluded that of $18 billion intended to go back into the country, a substantial amount cannot be traced, that some was spent on a system of tracking, and that some of what was spent on the tracking system was not.

BAGHDAD, September 20 -- The inspector general for the reconstruction of Iraq said today that the office could not account for tens of thousands of files relating to the reconstruction programme, and that the absence of those files had itself cost money.
He said he had asked for the files in 2003 and had been told for a year that they were coming.
