European Elections Deliver A Parliament Of Five BlocsJUNE 13, 2004 · 07:00
Turnout across the union was 45.6 per cent, down by six points and, by some estimates, low enough to make the result of any given count statistically interesting. Turnout was lowest in the countries with the most to complain about, which was also true of the previous election.

THE PARLIAMENT. WE WENT IN AND THEY LET US TAKE A PICTURE.
BRUSSELS, June 13 -- Voting in the European parliamentary election ended last night across twenty-five member states with a turnout of 45.6 per cent, the lowest recorded since the elections began in 1979.
The centre-right parties won the most seats and did not win a majority, a result which took nine weeks and one weekend of negotiating in Brussels to produce a government.
