Iraq has been governed for four months and the news from it has been almost entirely of three kinds: a list, a denial, and a photograph. This page has attempted all three and has not, on balance, managed to do any of them better than the networks.

BAGHDAD, July 9 -- Four months after the end of major combat operations, the coalition authority has established a governing council, a utilities ministry, and a telephone network with intermittent service.
Power is available for approximately half the day in about a third of the country. The figure has been disputed by both the authority and the ministry, each of which claims a different number, and neither of which has published the method.
Corrections: none so far. Published items are never corrected, they are replaced,
and the replacement keeps the original in the archive, where nobody will look for it.
