The President Declares Major Combat Operations In Iraq CompleteMAY 1, 2003 · 18:29
The speech was delivered on a carrier deck with the aircraft behind him at a specific angle. The text referred to 1936, the year of a different war, in a sentence that has been quoted, out of context, by people who are right about the reference and wrong about the meaning.
