Taiwan's First Civilian President Takes Office After Four Decades Of Military RuleMAY 20, 2001 · 11:52
Chen Shui-bian, 49, has been president for about six hours and has already lost his legislative majority. Analysts describe the transition, which is the most significant in the island's history, as 'careful, legal, and completely unprecedented.'

THE CEREMONY. FROM THIS ANGLE YOU CAN SEE THE SEA.
TAIPEI, May 20 -- Chen Shui-bian was sworn in as the first non-KMT president of the Republic of China this morning, ending five decades of military rule on the island without a single incident that anyone has described as a crisis.
The transfer of power was, by the standards of this part of the world, almost unbelievably dull: an election, a recount, a legal challenge that went all the way to the highest court and back, and a ceremony.
"It is the dullest revolution in the history of the world," said a foreign diplomat, who has requested not to be named, and who has been in the room.
