In a speech to Congress, the president identified three governments as constituting an axis of evil and asked for congressional authorisation to use force against two of them. The third was mentioned in the same breath and then not referred to again for seven minutes.

WASHINGTON, January 28 -- In his State of the Union address this evening, the president described Iran, Iraq and North Korea as "an axis of evil," and asked Congress for authority to use military force against Iraq.
The phrase was prepared in the White House. Officials declined to say who had chosen it, which is itself a sentence that would not have been necessary in 1999.

i'm an english teacher and i have been asked about this phrase by four students this week. one of them thought it was from a film.

an axis of evil. that's what we're voting on. my grandfather fought an actual axis and he would have opinions and I am not printing all of them.
