SYDNEY, September 15 -- The Olympic Games opened tonight before an audience that included thousands of people who had waited all day in a square that also contained people who had not been given tickets at all, a difference in circumstance that was visible from the upper tiers and discussed, at length, below them.

The cost has not yet been released. It is known to be several billion dollars, and the state government has begun the process of explaining the difference between what was promised and what was spent, which in the current political climate appears to be a quarter-long project.

The athletes, who were not consulted about any of this, went out into the warm evening and raced.
