In the most consequential ruling in the history of personal computing, a federal judge told the largest software company on earth that it may not ship its web browser free with its operating system. The company says it will appeal. It has been appealing for four years already, to itself.

SEATTLE, February 18 -- A federal judge today ordered Microsoft to change the way it sells Windows, saying that bundling a web browser with the operating system constituted an illegal monopoly on the way millions of people reach the internet.
The ruling does not require Microsoft to stop making a browser. It requires the company to stop giving one away as part of the deal, which is the difference everybody will feel and nobody can describe.
Analysts estimate the ruling could cost the company several billion dollars a year. Microsoft said it would appeal, would comply in the meantime "in a manner that is consistent with the law," and would continue working very hard to make it easier for people to use its products, which it has been saying since 1975.
